IT Labor-Category Descriptions

Project Manager

Responsible for the performance on the contract or contracts assigned by the Principal-in-Charge and for the staff assigned for the contract. Operating on an agreed-upon budget and using assigned resources, the Project Manager is responsible for the conduct of the work and the performance of the staff in the execution of the contract. The Project Manager is the primary technical interface with the client on the contract and is responsible for the quality, quantity, and timeliness of the work required to satisfy the contract. Must have 10 years of increasingly responsible experience in the management and development of complex computer systems. M.S. in computer science, engineering, mathematics, or related curriculum is required.

Senior Systems Analyst

Applies software, hardware, and information technology skills in the analysis, specification, development, integration, and acquisition of systems for information management applications. Performs analysis and validation of reusable software/hardware components into interoperable information management designs. Must have 8-10 years of progressively responsible experience performing systems analysis and programming. B.S./B.A. degree in an associated discipline or the equivalent experience is required.

Systems Analyst

Gathers and organizes information on problems or procedures, including present operating procedures, regarding organizational changes, communications, information flow, integrated production methods, inventory control, or cost analysis. Analyzes data gathered, develops information, and considers available solutions or alternative methods of proceeding. Organizes and documents findings of studies and prepares recommendations for implementing new systems, procedures, or organizational changes. Confers with personnel concerned to ensure smooth functioning of newly implemented systems or procedures. May install new systems and train personnel in application. Must have 6-8 years of experience performing systems analysis and programming. B.S./B.A. degree in an associated discipline or the equivalent experience is required.

Senior Programmer Analyst

Analyzes, designs, codes, and tests system software components, databases, and applications possessing a wide range of capabilities. Creates and/or maintains operating systems, communications software, database packages, compilers, assemblers, and utility programs. Must have a minimum of 5 years of progressively responsible experience performing systems analysis and programming. B.S./B.A. degree in an associated discipline or the equivalent experience is required.

Programmer Analyst

Performs analysis, design, coding, and testing for system software components, databases, and applications processing for a wide range of capabilities; develops requirements and technical specifications; prepares program-level and customer-level documentation; assists senior analysts in preparing input and test data for the proposed system; and enhances and maintains software. Must have a minimum of 2 years of general experience performing software engineering. B.S./B.A. degree in an associated discipline or the equivalent experience is required.

Senior Database Specialist

Takes lead role in the creation of conceptual and logical data models, logical and physical database designs, and supports application development and end-user access to databases. Provides highly technical expertise and guidance in the development, implementation, operation, and maintenance of database management systems. Takes lead role in evaluating and recommending available DBMS products after matching requirements with system capabilities. Determines file organization, indexing methods, and security procedures for specific applications. Reviews logical and physical design of existing databases and makes recommendations for modifications to ensure optimum operating efficiency. Monitors operational databases to identify problems of database availability, efficiency, validity, and security. Must have 6-8 years of IT experience in systems analysis and programming; within IT experience, 3 years must be in DBMSs. B.S./B.A. degree in an associated discipline or the equivalent experience is required.

Database Specialist

Designs, develops, implements, and supports medium to large-scale database systems in a large LAN to enterprise-wide WAN environment. Provides technical expertise and guidance in the design, implementation, operation, and maintenance of database management systems. Determines file organization, indexing methods, and security procedures for specific applications. Reviews logical and physical design of existing databases and makes recommendations for modifications to ensure optimum operating efficiency. Monitors operational databases to identify problems of database availability, efficiency, validity, and security. Must have 5 years of experience in systems analysis and programming, including 2 years of experience developing systems in a Client/Server environment. In-depth knowledge of current Client/Server backend DBMS. Working knowledge of data modeling tools and techniques. B.S./B.A. degree in an associated discipline or the equivalent experience is required.

Senior Network Engineer

Prepares communications systems design, facilities design, and operational procedures. Integrates communications media to provide effective, efficient, and economical communications services, based on volume and distribution of traffic, diverse locations, and equipment. Must have 6 years of specialized experience in communications including analysis of communications requirements, development of data communications software, design, and development of local and wide are networks using communications protocol such as SNA, X.25, TCP/IP, X.400, and DDN. B.S. degree in an associated discipline or the equivalent experience is required.

Network Engineer

Installs, maintains, and monitors the operation of a customer's local area network. Recommends and implements LAN policies and standards and ensures adherence to security procedures. Maintains contact with outside organizations in the maintenance, service, and/or purchase of the LAN. Must have 3-4 years of specialized experience in communications, including installation and administration of local and wide area networks using communications protocol such as SNA, X.25, TCP/IP, X.400, and DDN. B.S. degree in an associated discipline or the equivalent experience is required.

Data Analyst/Economist

Develops alternative theoretical explanations for economic phenomenon. Conducts research to identify relevant data to evaluate/validate alternative theories. Collects, summarizes, and conducts statistical and trend analysis of economic data. Assists programming and database specialists in designing/implementing systems to facilitate economic analysis. Assists in preparing technical and briefing reports to communicate findings. Must have a minimum of 4 years of experience in quantitative data analysis. B.A. degree in economics or the equivalent experience is required.

Training Specialist

Develops course outlines and course materials for training all phases of computer systems life cycle support. Performs classroom training, develops student text materials, provides graphic material to augment lecture efforts, and designs and produces alternative training products to augment training materials. Must have 5 years of specialized experience in developing training programs and courses and experience in classroom training. B.S./B.A. degree in an associated discipline or the equivalent experience is required.

Quality Assurance Analyst

Establishes and maintains a process for evaluating systems and associated documentation. Evaluates and tests new or modified software programs and software development procedures used to verify that programs function according to user requirements and conform to established guidelines. Maintains the level of quality throughout the project life cycle. Must have 3-5 years of experience evaluating proposed software or software enhancement for feasibility; developing utility programs to test, track, and verify defects in software program; writing programs to create new procedures or to modify existing procedures; and training software program users. B.S./B.A. degree in an associated discipline or the equivalent experience is required.

Technical Writer

Provides a variety of documentation support services to a project, including assisting technical staff in determining content, organization, and format of technical documentation; writing technical documentation with input from technical personnel; editing documentation written by others for grammar, spelling, coherence, and clarity; and coordinating production of documentation. Must have 2 years of technical writing and editing experience with knowledge of the computer field. Excellent writing, editing, and grammatical skills are required along with PC experience including proficiency in using word processing, graphics, and desktop publishing packages. B.S./B.A. degree in an associated discipline or the equivalent experience is required.

Graphic Artist

Conceptualizes client's ideas to create professional and innovative graphic designs for high-level presentations or Internet web pages. Provides creative design including multimedia and original graphic artwork. Experience using a wide range of graphics programs and multimedia technology and able to convert graphics into acceptable WWW graphics formats. Must have 5 years of specialized experience in graphic arts creating highly professional and innovative graphic designs to be included in high-level presentation or Internet web pages. B.S./B.A. degree in an associated discipline or the equivalent experience is required.

Administrative Support

Maintains and updates staff and project information on a regular basis. Works closely with management to track project activities to their completion, develops spreadsheets and procedures for management, and coordinates staff activities. Also provides general office support for project team. Must have 5 years of office experience, including providing administrative support related to management policies and general project operations. Experience using PC-based office automation tools, including word processor, spreadsheet, and e-mail. High school diploma is required.

Data Entry

Enters alphabetic, numeric, or symbolic data from source documents into computer using data entry device such as keyboard or optical scanner and following format displayed on screen. Compares data entered with source documents or re-enters data in verification format on screen to detect errors. Must have 3-6 months of data-entry experience. High school diploma is required.
